DRY SHAVING WORKS BEST
With ordinary blade shavers and wet/dry shavers your skin absorbs water and then the skin cells in the epidermis puff up and become "turgid".  This causes the skin to swell and ride up the shaft of the hair.  You will have seen this wrinkled skin effect when you stay in the pool or bath too long.
